As required by the 86th amendment to the Indian Constitution, which makes free and compulsory education for children in the age range of 6 to 14 years, the Sarva Shiksha Abhiyan (SSA) is the Government of India's flagship programme for achieving universalization of elementary education (UEE) in a time-bound manner. The overall number of students enrolled in primary schools increased from 18.79 crore in 2009–10 to 19.67 crore in 2015–16 as a result of the Sarva Shiksha Abhiyan. Gross Enrolment Ratio (GER) for primary schools is 99.21 percent, while for upper primary schools it is 92.81 percent, according to UDISE 2015–16. Another objective is to close gender, social, and geographic gaps through community involvement in school administration.
