The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act was passed in 1989. As the Dalits started getting benefits of reservations in employment and educational opportunities, they began to assert their fundamental rights. Many thought of bringing an end to old casteist practices that violated their dignity and human rights. This wasn't received very well by the upper castes. During the 1970s and 1980s, the crimes against Dalits became more and more violent in southern India. Dalit groups protested against such treatment and forced the government to take the issue seriously. As a result, the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act came into existence in 1989. It acknowledged the crimes committed against the SCs and STs and made a list of these crimes. All of these crimes were to be punished rigorously.
