The Second Backward Classes Commission, established and organised in 1979, was headed by Mr B.P. Mandal. The Mandal Commission was called the Socially and Educationally Backward Classes Commission (SEBC). The government of the Janata Party established it under then Prime Minister Morarji Desai. It aimed to identify India's socially or educationally backward classes for policy formation and other factors. Based on its reports, Other Backward Classes (OBCs) were identified based on caste, social and economic indicators. It recommended they be granted reservations to 27% of jobs under the Central Government and PSUs. However, suggestions have been made regarding establishing the commission for Socially and Economically (not Educationally) Backward Classes.
