The Second Backward Classes Commission in India was established In 1979 by the Janata Party.
The then Prime Minister Morarji Desai belonged to the Janata Party government. As B.P. Mandal headed this Commission; it came to be popularly known as the ‘Mandal Commission’.  This Commission mainly dealt with determining the criteria to identify the socially and educationally backward classes in India. And also suggested steps necessary for their advancement. In 1980, the Commission published its reports where it made many recommendations. One of the recommendations was, it said 27% of the government jobs will be reserved for the socially and educationally backward classes.
