The new tax collection system came to be known as the Ryotwari settlement. Captain Alexander Read tried this system in some areas that were under the company's control and taken over after the war with Tipu Sultan. Later, Thomas Munro developed this system, and it was extended to South India. Read, and Munro had to make this settlement directly with the cultivators who owned the lands and cultivated them for generations. The field survey was important for making the revenue assessment. Munro believed they should act as if they wanted to help them in this settlement.
