The sharing of power between the union government and state authorities is basic to the structure of the Constitution. The supreme court of India added the basic structure doctrine. The fundamental provision of the federal government cannot be changed unilaterally by one level of government, and the same is true for India. The Parliament cannot change the fundamental structure of the Constitution. Any change to it has to be first passed by both the houses (upper and lower) of Parliament with at least a two-thirds majority. Then it has to be approved by the state legislatures of at least half of the total states of India.
