The special congress session in 1920, presided over by Lala Lajpat Rai, was held at Nagpur.
Congress adopted the Non-Cooperation movement during the conference. Mahatma Gandhi proposed many strategies for implementing the Non-Cooperation movement. The campaign would start with surrendering titles and honour and boycotting civil services, the army, police, British courts, legislative assemblies, school and colleges. Moreover, British goods would be replaced by domestic goods. Thus Civil Disobedience Movement would be launched in case of government suppression. However, Mahatma Gandhi predicted that Swaraj could be attained in one year if the Non-Cooperation movement succeeded, which proved wrong later.
