In Belgium and India, the state governments are not subordinate to the central government. This is because, in both these countries, a federal system is followed, which states that there is a division of powers between the centre and the state governments for smooth functioning of the governments at both levels and efficiency in the system. in the unitary system, it is the principle that the state governments are subordinate to the central government as only the central government has all the powers, but in Belgium, horizontal distribution of power is maintained between the centre and the state governments which let them both to function and legislate on the subjects under their influence and power without interfering in each other's day-to-day workings and decisions. Likewise, in India, the constitution distinguishes the subjects and items by creating two different lists; the union list, which is under the control of the centre, and the state list, which is under the influence of state governments, and both the levels don't interfere in each others' work unnecessarily.
