According to the Economic Survey 2020-21 table given in the NCERT, Haryana has a higher per capita income than Kerala, but Kerala still has a better human development ranking. This is because the literacy rates in Kerala are higher (94%) than that of Haryana (82%), and the net attendance ratio of students of age 14 and 15 years is also more. Thus, Kerala is higher than Haryana in the human development report. The reason is that Kerala’s state government has provisions for various facilities like health infrastructure and education.
