Detailed Solution

The state of Punjab was bifurcated into Punjab and Haryana in 1966, and Chandigarh was made a common capital of both states. After the formation of the States Reorganisation Committee, this was the third bifurcation done by the Centre. Although Chandigarh is the capital of Punjab and Haryana, it has been made into a Union Territory. And this makes this capital unique as some of the powers of Chandigarh also vest with the central government. The Central Government of India established the States Reorganisation Commission/Committee in August 1953 to make recommendations for the realignment of state borders.
