The States Reorganisation Act, 1956, marked a fundamental change in the linguistic categorization of the states and territories of India.
The States Reorganization Commission was established in 1948 after the Linguistic Provinces Commission (also known as the Dar Commission) and the "JVP committee." The committee included former Allahabad High Court Judge SK Dhar, lawyer and constituent assembly member Jagat Narain Lal, and retired Allahabad High Court Judge Panna Lal (retired Indian Civil Service officer). The Commission stated in its report dated 10 December 1948 that it is not in the best interests of the Indian population as a whole to create provinces solely or even mostly based on language.
