The above statement is true.  The States Reorganization Commission was established in December 1953, and it suggested the establishment of linguistic States, at least for the principal language groups. This commission was headed by Fazal Ali, along with two other members. Apart from language, it also recommended administrative convenience, territorial expansion etc, as the criteria for the division of the states. Based on this commission's recommendations, the States Reorganisation Act was enacted in 1956.
