The subjects or issues relating to national importance are given in the Union list.
The constitution included three lists of subjects to maintain a balance between the central and state governments: a Union List, which included matters like taxes, defence and foreign affairs, railroads, nuclear power, the army, and international relations, among others, which would be the sole purview of the Center; a State List; which includes topics like education and health that the states would primarily handle, problems of regional and local relevance, and topics that permit diversity of interest; A Concurrent List would be created, under which topics like population control and family planning, criminal law, animal cruelty prevention, animal protection, forestry, and agriculture would be included where the Center and the States would share responsibility.
