The Sultans seldom controlled the hinterland of the cities. At the beginning of the thirteenth century, the Delhi Sultans' control was limited to well-fortified towns occupied by garrisons. Sultans rarely exercised control over the hinterlands of towns and territories close to a port or city and supplied it with services and supplies. As a result, they were forced to rely on tribute, commerce, and plunder for supplies. Controlling fortified towns in faraway Sind and Bengal from Delhi was also difficult for the Sultans. Even something as basic as bad weather was enough to break the fragile communication lines. The Sultans were unable to act due to rebellions and conflicts. Furthermore, Mongol invasions made life more difficult for the Sultan, and governors revolted at the slightest sign of the Sultan's weakness.
