The sun and surrounding sky appear red at sunset and sunrise because most of the blue light is scattered away at sunrise and sunset. While the sun appears white at noon due to very little scattering of light at noon.
At the time of sunset or sunrise the sun is near the horizon. Which means that the sun is at far distance from earth. The sun light reach earth after travelling a long distance. During its journey most of the blue and neighbouring light is scattered away by the air molecules and dust particle. So, the blue light does not reach the observer and only red light reaches the observer. Therefore, the sun and sky appear red at sunset and sunrise. At noon, the sun is close to earth’s surface. The sunlight travels very less distance to reach the earth and undergo very little scattering that’s why sun appears white or yellow at noon.
