Initially the capacitor behaves like a conductor and charge on it will be zero. Gradually it increases and in steady state, it become maximum and current through the circuit become zero.

Initially the inductor behaves as infinite resistance, so, current through the circuit will be zero. In steady state, it behaves like a conductor. So, current will be maximum.
