The system of estates in French society was based on social divisions. French society was divided into three estates in the eighteenth century, with only the Third Estate's members required to pay taxes. The first two estates, the clergy and nobles, had special rights from birth. The most significant of these was the exemption from paying state taxes. The nobles, the church, and other wealthy citizens controlled roughly 60% of the property. The nobles extracted feudal fees from peasants. Peasants were required to provide services to the lord by working in his fields and household, as well as by enlisting in the military or helping to build roads. The Third Estate comprised the common people. The Third Estate also included lawyers or administrative personnel in addition to retailers and manufacturers.
