The system of Panchayati Raj involves the village, block and district levels.
  • A village or a group of villages together have a Gram Panchayat. Several ward members called panch form this council with one person as the head, who is called the Sarpanch. The people directly elect them. Gram Panchayat is the decision-making body of the village.
  • A block or a Panchayat Samiti is formed by grouping a few Gram Panchayats together. The members of the Panchayat in that area elect the members of the Panchayat Samiti or block.
  • Zilla Parishad works at the district level in the hierarchy. Zilla Parishad consists of all the Panchayat Samitis of a district together. The political head of the Zilla Parishad is its chairperson.
