The term "old Regime" is usually  used to describe Society and institutions of France before 1789 A.D.
Under the old government, France was a monarchy. Everyone was a subject of the King of France and a member of an estate and a province under the regime. In Old Regime France, the monarch had no authority to levy taxes solely at his discretion. Instead, he had to convene a gathering of the Estates-General, who would then vote on his new tax ideas. The Estates-General was a governmental body to which members from the three estates were sent. The First Estate (clergy), the Second Estate (nobility), and the Third Estate (commoners). Only those who belonged to the third estate in eighteenth-century French society paid taxes.
