The ‘third tier government’ in India was instituted by which 73rd Constitutional Amendment.
The Indian Constitution initially provided for a two-tier structure of government. The first tier is the Central Government which is the national government. The second tier is the state government which represents the states. The third tier was added by the 73rd Constitutional Amendment Act of 1992. It introduced the Panchayati Raj Institutions. It is the local level of government for rural areas. It promotes the participation of people in villages in governance at the grass roots level. Local self-government helps address the immediate and familiar concerns of the people.
