The third tier of government in India is known as the Local self-government.
When the Constitution came into existence, it provided for two levels of government: the Central and the State. However, due to Mahatma Gandhi's vision of empowering villages, their local governments existed in some states of India. However, these governments didn't have a constitutional status. They existed merely according to the whims and fancies of the state. In 1992, all this changed with a constitutional amendment. This amendment granted constitutional status to the local governments in India. They were named local self-governments as they aimed at the people's popular participation.
