The above statement is true. The Tibetan Plateau lies in the Chinese Provinces of Qinghai. A broad land mass above 3000m or above sea levels acts as a natural  barrier. It is also a high-level heat source and thus always receives 2-3 degrees above isolation from adjoining places. This plateau gets extremely heated during summer as it receives low moisture winds with no rainfall. It results in strong vertical air currents and high-pressure formation over the plateau. The Himalayas and other mountain ranges also bound it.
