The Tsarist Autocracy collapsed in 1917. Conditions in Petrograd deteriorated during the winter of 1917. The Petrograd Soviet was formed when the troops and the union workers met to form a "soviet" or "council" in the same building after the Duma meeting. The Tsar's military leaders were visited by a delegation that recommended his abdication the next day. On March 2, he abdicated as they advised.
