The Ulgulan movement was started by Birsa Munda.
Birsa Munda was the leader of the Munda tribe. He had studied under a Vaishnav preacher (who worships Lord Vishnu). He started appreciating the value of holiness and purity after wearing the sacred thread. Birsa began to have a sense of reclaiming his rights. He, therefore, began pleading with his followers for the following:
1) He advised the Mundas to quit drinking alcohol, clean up their towns, and abandon their faith in witchcraft, among other things.
2) He asked the tribe to return to their wonderful past (golden age) when Mundas led happy lives.
3) Birsa also asked the people to return to farming, settle down, and work their land.
