Air streams have to cover a larger distance above the surface as compared to the air streams below the surface. So, velocity above the surface is large and consequently from Bernouli's principle ,the pressure is less. On the other hand, velocity below the surface is small and consequently the pressure is large. This explains maximum upthrust in Figure.
