The president of the Board of Control was Charles Wood. The Indian educational system was built on the principles laid out in Wood's Despatch on Education from 1854. By 1853, issues with Indian education were the British government's primary concern. Sir Charles argued in favour of using the Anglo-vernacular in secondary schools, vernaculars in primary schools, and English as the dominant medium of instruction in universities. This message is known as Wood's dispatch informally. The Despatch's primary objectives were to inform the Indian population about the West and foster intellectual and moral development. For the first time in India, The Wood's Despatch recommended establishing a Department of Public Instruction in five provinces.
