The words "Man is born free and everywhere he is in chains" were said by Jean Jacques Rousseau.
Jean Jacques Rousseau wrote the quote "A man is born free, but everywhere he is chained". Rousseau was a highly influential philosopher, writer, and composer in 18th-century Europe. In his quote, Rousseau tries to assert that all men are born with equal rights, but some are denied those rights and enslaved by the chains of coercive force. Slavery, poverty, class, and sect are indicators that people are enslaved to some extent.  Rousseau asserts that modern nations suppress the material freedoms that are our innate rights and do nothing to guarantee the civil liberties with which we participate in civil society. Legitimate political power, he suggests, comes only from a social contract signed by all citizens to protect each other.  Rousseau called the collective of all citizens "sovereign" and stated that it must be considered in many respects as an individual. While each individual has a  will of his own aimed at his interests, sovereignty expresses the general will towards the common good.
