The Inland Immigration Act of 1856 was problematic for plantation workers because it restricted the plantation workers from leaving the tea garden without prior permission. The tea gardens were situated in restricted areas in Assam. For plantation workers, this was a type of slavery because they were not allowed to move around in restricted areas. The plantation workers were not permitted to go to their homes without official permission, even though they rarely got permission.
