The industrial working class of the Nagpur region participated in the civil disobedience movement. However, many of the industrial working class did not participate in this movement, and the leaders of Congress were not supporting the struggles of the working class. Many industrialists during the civil disobedience movement came close to Congress while the workers stayed aloof. Congress was also unwilling to include workers’ demands as part of its programme of struggle. They did so in fear of alienating and upsetting the industrialists and division between the anti-imperial forces, which would cause hindrance in the organising of the protests.
