If the United States declared war on Germany, the goal, according to the Zimmerman telegram, was to resume unlimited submarine warfare and build an alliance with Mexico and Japan. If Mexico consented to join the war as a German ally Zimmerman pledged to provide financial assistance and to return to Mexico the lost territories of Texas, New Mexico, and Arizona. The note was swiftly forwarded by the state department to President Wilson, who then suggested to Congress that the United States begin arming its ships in preparation for any German attacks. Additionally, he gave the state department permission to publish the telegraph, which did so on the American newspaper's front pages.
