There are 3 levels of local self-government.
According to the Panchayati Raj Act of 1973, the Panchayati Raj System performs functions and powers entrusted to it by the State Legislatures. People participate in local governance through a three-tiered Panchayati Raj System. The Gram Panchayat is the first level of democratic government in rural areas. The members of the Gram Sabha elect it. The second tier is the Panchayat Samiti or Janpad Panchayat at the block level, with many Gram Panchayats under it. Above it is the Zila Parishad, or District Panchayat, which, with the aid of the Panchayat Samiti, controls how money is distributed among Gram Panchayats at the district level.
