A Statutory Commission led by Sir John Simon was established by the newly elected Tories in Britain. The Commission, which was formed in reaction to the nationalist movement, was tasked with reviewing how India's constitutional system operated and making recommendations for improvements. The lack of any Indian representation on the Commission was a problem. "Go back, Simon" was chanted as the Simon Commission landed in India in 1928. All parties, including the Muslim League and the Congress, took part in the protests.
