Known as Gana and Sangha, this alternative system of government. Many rajas were involved in making decisions as a group and running the kingdoms. Because they were treated unfairly due to their category-based birth, others had no right to assemble in the assembly of Ganas. In the gana assembly and elections in the janapadas and mahajanapadas, women, kammakaras (Shudras), and dasas were not permitted to vote. In addition, women were forbidden from reading the Vedas and the Shudras.
