Thomas Munro devised a system of revenue collection known as the Ryotwari system in India. Sir Thomas Munro, the governor of Madras, established this land tax system in the latter part of the 19th century, in 1820. This was done in the provinces of Assam, Coorg and the Madras and Bombay regions. The peasants or cultivators were regarded as the landowners under this arrangement. The government would directly collect taxes from the peasants. In dryland, the rates were 50%, while in wetlands, 60%.
