Let i^ and j^ be the until vectors in horizontal and vertical directions respectively. 

Rain is falling vertically downwards with a velocity of 4 k

Let velocity of rain vr=ai^+bj^  -------(i)

Then, speed of rain will be, vr=a2+b2   -----(ii)

In the first case,  vm= velocity of man=3i^ vm=vr-vm=(a-3)i^+bj^

It seems to be in vertical direction, 

Hence, a-3=0 or a =3.

In the second case, 

vm=6i^ Therefore vrm=(a-6)i^+bj^=-3i^+bj^

This seems to be at 45o with vertical. Hence b=3.

Therefore, from Eq. (ii) speed of rain is vr=(3)2+(3)2 =32km/h
