To launch a broad-based movement in India, Mahatma Gandhi felt the need to bring Hindus and Muslims close together. Although the Rowlatt satyagraha had become such a widespread movement, it was still confined to cities and towns. Gandhi could see the need to organise a more wide-ranging movement in India. He was convinced, however, that no such movement could be organised without bringing Hindus and Muslims closer together. Taking up the Khilafat issue, he believed, was one way to do so. Gandhi believed the Khilafat issue was a chance to bring Muslims together under the banner of a single national cause.
