Detailed Solution

To protest the Rowlatt Act, Gandhi called for satyagraha in 1919. The Rowlatt Act, also known as the Anarchical and Revolutionary Crimes Act of 1919, was enacted by the British government. Gandhi demanded a nationwide campaign to oppose the Rowlatt Act. It granted the government the authority to suppress political activity and permitted the two-year imprisonment of political detainees without charge. In order to protest such unfair regulations, Mahatma Gandhi called for nonviolent civil disobedience, which would begin with a hartal on April 6, 1919.
However, large-scale, violent anti-British protests took place in Calcutta, Bombay, Delhi, Ahmedabad, etc., before the movement could be launched.
