To qualify as an elector of the National Assembly, a man had to belong to the highest section of taxpayers. For the voting purpose in the National Assembly, the people of France were divided into two categories- one was the active citizen, and another was the passive citizen. So to qualify as an elector and then as a member of the National Assembly, the person has to be an active citizen, which means that person should be a male of age 25 or above, literate, own land, and should belong to the highest bracket of taxpayers.
