Todar Mal was a revenue minister in the court of Akbar. Todar Mal was also one of the most respected personalities in Akbar’s court. His contributions have been noted by various historians of that time. From 1570 to 1580, Todar Mal carefully examined crop yields, prices, and agricultural regions for a decade. The information was then used to decide the tax rate on each crop. Each province was split into revenue circles, each of which had its own schedule of rates for various crops. The name of this financial framework was zabt. It predominated in regions where Mughal administrators could survey the land and maintain meticulous records. In many provinces, like Gujarat and Bengal, this was not feasible.
