Before removing cell,
$C_{e q} = 2 \frac{C}{3}$
Charge on each capacitor $= \frac{2 C ε}{3}$
After removing cell and reconnecting the two capacitors, charge on capacitor with capacitance C $= \frac{Q - Q}{C + 2 C} \times C = 0$
Similarly charge on capacitor $2 C = 0$
So, all energy stored in capacitors is lost
