Force between two charges kept at a distance of r is given by,

F=kq1q2r2

Let balls have charges Q1 and Q2 respectively

F=kQ1Q2r2

when two charges are brought in contact they redistribute their charges and after moving apart to half of their initial separation charge on each of them becomes Q1+Q22, therefore in second case force between them is

F=kQ1+Q222r22=kQ1+Q22r2

According to question,

F=4.5F

kQ1+Q22r2=4.5×kQ1Q2r2

Q12+Q22+2Q1Q2=4

.5Q1Q2

Q12+Q222.5Q1Q2=0

Divide whole equation by Q22 and let Q1Q2 be x, equation becomes.

x22.5x+1=0

x22x0.5x+1=0

x(x2)0.5(x2)=0

(x2)(x0.5)=0

 hence, Q1Q2=2 or Q1Q2=0.5
