Under Waste Land Rules, uncultivated lands were taken over and given to select individuals. For our colonial rulers, any land meant for grazing was a wasteland because it was unproductive; they neither produced any revenue nor any agricultural produce.
So, to convert the grazing grounds into agricultural fields, the government enacted Waste Land Rules in the mid-19th century in several parts of the country. Under these rules, uncultivated lands were seized and given to specific individuals who were asked to cultivate these lands and received various concessions. Some of these individuals were also village headmen in the newly cleared areas. Thus agricultural expansion occurred at the expense of the pasture lands.
