Under the Coming Together federation, small independent units come together on their own to form a bigger unit.
In all, there are two ways in which modern federations across the world have been formed. These are called "coming together federations" and "holding together federations". As is evident from its name, a coming together federation is formed when several small, independent units decide to pool their sovereignty and exist as a large unit. In this case, the constituent units are quite autonomous and all of them have equal powers. This allows them to have a greater say in world affairs whilst retaining their unique identity. Switzerland and Australia are examples of this kind.
