Detailed Solution

Under the unitary system, either there is only one level of government or the sub-units are subordinate to the central government.
A unitary system of government might not look very different from the federal system at first glance, but a close look brings out significant differences. There might also be a presence of more than one level of government in a unitary system. But these governments do not have any significant powers of their own. All their power is provided to them by the central government, and its word runs them. Often, these governments are formed only for better administration. They do not have constitutional status and can be dissolved at any time by the central government. They can not make any decisions on their own.
