Under the Criminal Tribes Act, the communities classified as Criminal Tribes were Craftsmen, traders, and pastoralists.
The Criminal Tribes Act of 1871 was passed against the mobile communities who moved from village to village and thus were difficult to identify. The mobile craftsman and the traders hawked their goods across villages. Their continuous movement created suspicion in the eyes of colonial officers who wanted to restrict the movement. In addition, the pastoralists change their residential place according to the season. This practice made them difficult to identify and control. To bring these communities under control and establish their supremacy, the British government enacted the Criminal Tribes Act, which considered mobile communities criminal by birth and nature.
