Under the Inland Emigration Act of 1859, plantation workers were not allowed to leave the tea plantation without permission.
For Assamese plantation laborers, freedom meant the ability to travel freely in and out of the constricted space in which they were enclosed and maintain a connection with the community from which they had come. Plantation employees were not allowed to leave the tea gardens without permission under the Inland Emigration Act, and in reality, such permission was rarely given.
Thousands of employees disobeyed the authorities, fled the plantations, and headed home after learning about the Non-Cooperation Movement.
