Under the Inland Emigration Act of 1859, the peasants were not allowed to leave their plantations without permission.
The Inland Emigration Act of 1859 prohibited plantation employees from leaving the plantation without the owner's consent. These approvals were hard to come by, and if they attempted to flee, they were apprehended and severely punished. But when they heard about the Non-cooperation movement, thousands of plantation workers disobeyed the authorities and left the property. They thought that Gandhi Raj was coming and everyone in their community would receive land. However, they fell short of their objective. They were thrashed severely by police when stranded on the trip due to a rail and steamship strike.
