Under the Inland emigration Act 1859, plantation workers were not allowed to leave the tea garden without permission. This act restricted the free movement rights of plantation workers. For field workers in Assam, freedom meant the right to enter and leave the confined space of their confinement. It meant maintaining a link with their village of origin. They were rarely granted permission for leave. Upon hearing of the Non-Cooperation Movement, thousands of workers disregarded the authorities, left the fields, and returned home.
