Computer software comes under the Residuary list as it is a residuary subject. A residuary subject is one which is not mentioned in any of the three lists provided in the seventh schedule of the Indian Constitution. India follows a federal form of government which means that power is distributed at different levels of government i.e; between the Central government and the State governments.
