Due to changing magnetic field, an induced electric field is set up.

Since magnitude of inward magnetic field is increasing, induced electric field is anticlockwise.

Along PQ, angle between E&dl is acute. Hence, e=PQE¯·dl¯0. Alternatively, force on electrons is downwards towards Q.

Along BP, angle between E&dl is obtuse. So, induced emf is negative. It means from B to P, potential decreases.
